Yes! An Admin or office staff who has access rights to the Facilities can book a facility on behalf of residents.
Login to ADDA Portal>>Select Facilities from the Left Panel>>Select the facility, time & date. You can choose the Flat No. from "Book For "under Admin Only Section.
